It is depending also camera view. This effect's use is very huge in present animation industry.in multi pass camera render subsequent frames of an animation and collect the blurs image and make it together.

First, for go to the motion blur parameters, select camera and go to modify panel. In parameters roll out enable MULTI PASS EFFECT (you also use preview button for preview on direct view port ) and select MOTION BLUR from roll out. Click on RENDER EFFECT PER PASS now go to motion blur parameters.click on DISPLAY PASSES, and set amount 12 (Default value) for TOTAL PASSES.

Here you should know that Total passes is the number of passes that used for generate the motion blur effect. That means increase the value of total passes, increase the quality and accuracy of image motion blurring. ( But a cost of render time ). Now go to DURATION. duration is the number of frame used for motion blurring. You can also change and play with this parameter with see preview button for direct in view port preview. (Default value 1.0.) BIAS-Increasing this value biases the blurring towards to the next frame and decreasing its value biases the blurring to the previous frame.
